What was in the way
Maternal health monitoring in barangays still runs on paper logbooks, manual tallying and memory.
A health worker tracking dozens of pregnant patients has no reliable way to spot the one whose readings are trending the wrong way. The information exists, written down at each visit, but it sits across dozens of pages and nobody can hold the trend for dozens of patients in their head.
The second problem is reporting. DOH reporting means recounting the same records by hand every period. It takes days, it is error prone, and it produces no insight, because by the time the count is finished it describes a period that has already ended.
The third problem is the one that matters most. A missed warning sign in maternal health is not an inconvenience. This is the category where a system being slightly better than paper has real consequences.
Five parts, each with a reason
Automated risk classification
The system flags risk from recorded data rather than relying on a health worker noticing a pattern across paper records.
Every reading is evaluated as it is entered, against the patient's own history. A worker who sees fifty patients a week cannot be expected to recall which had elevated readings three visits ago. The system can.
SMS alerts
The person who needs the alert is not sitting at a computer.
SMS is the channel that reaches everyone in this setting, regardless of device, data plan or connectivity. An alert in a web dashboard nobody has open is not an alert.
Prenatal visit tracking
Visit history per patient, so gaps in care are visible. A patient who has missed two scheduled visits should surface without anyone going looking.
DOH-aligned reporting
Generated to the required shape rather than recompiled by hand each reporting period.
This is the feature that gets the system adopted. Health workers do not adopt software because it is better in principle, they adopt it because it removes a task they hate. Reporting is that task.
Multi-facility support
Several facilities on one deployment with separated records, so a municipality can run one system rather than one per barangay health station.
The engineering underneath
PHP with MySQL and SMS integration, deployed on its own subdomain.
Deliberately ordinary. This runs in health facilities with limited IT support and variable connectivity. Every dependency added is a thing that can break somewhere nobody can fix it.
On handling health data
Health data means the access model and the record boundaries had to be right from the first migration rather than added later.
Facility separation is enforced at the data layer rather than by filtering in the interface. A report that forgets a filter should return nothing, not another facility's patients.
Access is role based. A health worker sees their own facility's patients. Nothing in the interface offers a route to records outside it.
This is the same argument as multi-tenant payroll, and for the same reason: isolation retrofitted into a live system holding sensitive records is close to a rebuild, and the failure mode in the meantime is silent.
